I can see their point. The Feds keep declaring more and more land belongs to them. Greedy!

Yes it is a little more complicated that simple corruption. Over the years many ranchers have faced the same problem vis-a-vis grazing on "public" lands.

In that respect I believe that actions of government employees are often willy-nilly or worse done at the behest of politicians / ideologues; to wit, declaring that the land now belongs to the federal government, pay fees. Years later comes the order: get your cattle off our land. IMO that explains some of why it's a problem.
