Ever since FDR, regardless of which party controls the WH, the FIRST thing every cabinet secretary does immediately after being confirmed by the Senate is to submit an UNDATED, signed, letter of resignation to the president.

I can't recall the exact circumstances, but I believe it was during FDRs 2nd term that he wanted to fire some cabinet head, but the guy wouldn't quit..This way..the WH can pull the trigger if the person won't play ball..

Wasn't that the Impeachment charge against Andrew Johnson that once confirmed he couldn't sack a Cabinet appointment?
