The entire purpose of traffic enforcement is to get people to OBEY the speed limits. If this is what flashing headlights does, isn’t the goal the same as that of the police?

The entire purpose of traffic enforcement is to get people to OBEY the speed limits. Flashing headlights to warn oncoming traffic of a speed trap deprives the force and the municipality, county or state of revenue. What you state is the original purpose of traffic enforcement. The actual, present purpose has devolved somewhat. It's just money now.
