Yes, it is and Colorado, too; however, I heard on the radio before Super Bowl time that the NFL has its own rules for the players and drugs (none) and the players must follow those rules.

True. The law is pretty lenient with giving women time to report these things, but if there is no physical evidence then it is hard to make it stick.
