I think this is exactly what Putin is hoping for. He has spent the past several weeks doing everything possible to foment disturbances in Eastern Ukraine. Not so easy when the general sentiment does not favor a Russian annexation.

What would we do if ethnic language speakers suddenly took over government buildings and demanded a referendum to join a foreign country? (San Diego? Los Angeles, Miami, El Paso?)

Ukraine would do well to capture some of these "residents" and prove their identity, if possible.
