The president does not need ratification as all military forces are under his command. He could, for example, order all Air Force and Navy planes scrapped tomorrow at 9:00am. At this point, I’m not certain the order would be complied with, but he has eliminated dozens of command level officers for some reason.

The democrat senate had to ratify it to see what was in it.

Just like the UN Small Arms Treaty that Obammy had JFK sign, do you honestly believe that this national clown has to have the TREATY RATIFIED before he commences enforcement? Really? HE IS THE MOST LAWLESS PRESIDENT IN MY LIFETIME.
