Exactly, how hard should it be to get people signed up when you spend over a billion to get them to do it? There should be 70 million if it was a worthwhile idea.

State versus CIA has been a behind the scenes argument for years. State (can’t we all get along) versus CIA (we’ll kill you if you don’t act the way we want you to).

State seems to have an over abundance of liberals in it and CIA has more conservative members so they’ve had different goals and philosophies. Conservative Secretaries of State have often had problems with State employees doing things on their own to the detriment of our country.
