Some items were acquired improperly, but Miller, who traveled extensively, obtained others legally or before laws affecting them were on the books . . .

I'm guessing Some equals one or two items alleged by some covetous visitor. But the law will force him to prove legal acquisition of everything.

And the rightful owners will be defined as turd world dictators who will promptly convert artifacts to cash to line their own pockets.

If he has even a reasonably good attorney the opposite should be true. They would have to prove, beyond a reasonable doubt, that he acquired a piece illegally. They would have to do that, individually, for each peace they accuse him of acquiring illegally.

Now, if this was tax court, it would be a whole different thing. Sadly...
