US President Barack Obama has urged Russia to "move back its troops" on Ukraine's border and lower tensions.
Russia is believed to have massed a force of several thousand troops close to Ukraine's eastern frontier.
Mr Obama told CBS News it may "be an effort to intimidate Ukraine, or it may be that [Russia has] additional plans."
Meanwhile, a Russian security official has said intelligence measures are being stepped up to counter Western threats to Moscow's influence.
Russia annexed the Crimea peninsula from Ukraine after voters in the region backed the move in a 16 March referendum. But both actions were condemned as illegal on Thursday by the UN General Assembly.
Fears are growing that other parts of Ukraine with large ethnic Russian populations could also be of interest to Moscow.
'US hysteria' Federal Security Service (FSB) deputy head Alexander Malevany said Russia was facing "a sharp increase in external threats to the state".
"The lawful desire of the peoples of Crimea and eastern Ukrainian regions is causing hysteria in the United States and its allies," he was quoted as saying by Interfax.
Mr Malevany said Moscow was taking "offensive intelligence measures" to counter Western efforts to "weaken Russian influence in a region that is of vital importance".

Yeah, I hope you’re wrong, too, but I think not. I’m actually closer to the hours/days theory than 6 months, but sometimes these things take time. But time is very definitely limited for Ukraine. Its all about a very bad roll of the geopolitical dice...and nobody’s fault who is alive right now.

Thanks. I'd also like to see Bath House taken down a few notches...but only politically, because he's the President for all of us no matter how much that rankles us.
The problem we have is that this petulent little man-child, this girly-man who is very clearly gay or bi (which, while usually irrelevant, really pisses off old-world, macho guys like Putin), this telegenic guy with a gift for gab (and not much else, and only then with a functioning teleprompter), who has been given a pass or a promotion at every stage of his life BECAUSE he's half Black, who has NEVER had to do anything tough in his life and has never dealt with people like Putin - he can VERY easily miscalculate and get us into a shooting war with the Russkies. It is ALWAYS that way - the weak, contemptible little shits that somehow or other end up running big democracies and don't have a clue about how to play in a rough neighborhood - THEY are the ones that start wars. Their very weakness invites aggression and causes a naturally aggressive foreign leader to step JUST over the line that causes a war. You NEVER see this with a Reagan or a Churchill running things (and the only reason it happened with Thatcher was that she was both a woman and relatively new in office...that, and that the Argentines running the show there at that time were particularly stupid).
Batten down the hatches - there is a real risk of war extending into Europe if Czar Vladimir I decides to retake the Ukraine.
