So why, after the Soviet Union ceased to exist, the president of Russia or Belarus or Kazakhstan or some other constituent part of the Soviet Union and not the president of Ukraine, should, as a matter of right, get ownership of the nukes that were in Ukraine is not clear.
Anyway, this was all sorted out by a treaty, which Russia signed and in which it agreed to honor the territorial integrity of Ukraine.
