At first I wondered if the judge was just lazy and incompetent. He can’t be bothered to get organized and write his decision.

Now I think the multiple delays means he’s looking for the right arguments to permanently remove her from her parent’s custody. If he was going to return custody, he’d just do it and be done with the controversy.

Also because DCF promised to transfer medical care to Tufts, but then it never happened, using the delayed decision as the excuse.

I’m worried that DCF and the judge have decided to make the kidnapping permanent.

If that's correct and it's taking him over 5 months to find any legal argument or precedent to justify a change of custody then it will surely be a very weak opinion and ripe for being overturned on appeal.
