Exactly. They even complained (and still do) that Bush 43 spent his vacations at his own ranch in Texas, where he was in constant communication with D.C. and elsewhere.
He and Laura were not at lavish resorts or renting houses at inflated rates in Martha’s Vinyard or Hawaii; plus all of the staff and secret service personnel housing, etc.
Bush had housing for the SS on his ranch and often furnished the BBQ dinners. ...At Christmas, the Bushes often went to Camp David (not Hawaii) so the majority of their staff and SS could spend time with their own families.
