The standards for the MoH have changed from one era to the next and even during a single war. In WW2 the Army decided that because too many MoH’s has been awarded in previous wars that they would arbitrarily limit the number to (I believe it was) 1 per division for the Normandy invasion. A lot of deserving soldiers got screwdriver over in that one.
