Any time the USPS tries to make a rational business decision to make ends meet, Congress says “NO!”. They are basically damned if they do and damned if they don’t.
They wanted to cut off Saturday delivery to help stop some losses, but Congress calls the shots.
USPS is not strictly a for profit business. Congress still controls its purse strings.
