It already has. In order to get EEO certification where I am, and thereby qualify to bid on public construction projects, we MUST maintain and report a specific percentage of union minorities and women. Those percentages vary by county based on minority population in that area.

The percentages must be maintained on a monthly basis to retain the certification.
