Who deal with drunk drivers? The feds or the states?

Why can’t the states deal with your worries about drugged drivers and let the feds stick to what they are Constitutionally authorized to do?

States deal with offenses caused on their roads. I am not talking about the federal government, who have nothing to do with laws of a state. When I said government I meant state governments.
