We cannot because Boeing couldn't sell planes. Just like Jet Engines, most of the parts of Pratt Whitney's engines are made overseas because if they built all of it in the US, they would refuse to buy it.
Airbus has lots of its parts made in the US.
Many countries require that some of the product they buy have local content. When I built the tunnel Boring Machines for the Channel tunnel, I had to build one on France and Two in the UK. then one in France ended up being built in the USA cause the company I contracted with went Bankrupt after I gave them 5 M francs Down payment. Two others were built in Japan, cause France did not have the ability for a machine of that size.
