East Liberty was known to be a rough area of town when I used to visit Pittsburgh relatives in the ‘70s. Just looked it up, and it is described as culturally diverse and undergoing gentrification.
I know East Liberty, and I wouldn't drive through it after dark for any reason. In this case, "gentrification" just means that naive targets are buying property there.
And for what it's worth, I have a liberal friend who bought a townhouse on Pittsburgh's North Side, another "gentrification" area. She tells me she's not hearing as many gunshots as she did a year ago. Like that's something to brag about.
