Every McDonald’s that I have been to has a napkin dispenser that is available to customers. Now, it’s possible that in California there is some sort of environmental restriction on the number of napkins that may be distributed.

Check this guys glove compartment. Bet there’s plenty of napkins and check at home, too. ;-)

Some fast food restaurants are eliminating those dispensers. I don’t think it has anything to do with the environment, but rather, too many people taking 20 or 30 napkins at a time. Napkins are a business expense. If you’re that sloppy with your food, invest in a bib.
