Usually, homeowner policies have exclusions for damage due to acts of war. I don't know if this qualifies as such.

On a psychological level, these sorts of SWAT raids are doing double damage. They make people feel apprehensive and unsafe in their own homes.They also promote the idea that the State, and not the people, have the power. These are traits of a police state.

Maybe Allstate should make one of those "mayhem" commercials about this.
