I live not too many kilometers from Atlanta's Hartsfield. I can look up at 5 or 10 of those chemtrails any time, any day.
Now, were I in charge of the way we should spend those plentiful taxes that we taxpayers thrust upon our parsimonious government, I'd advocate spending a few hundred billion dollars collecting and analyzing those "Chemtrails".
