Funny how this benefit NEVER extends to LEGAL foreigners (a.k.a. “International Students” - the high-paying cash cows of the university system)."

Most state schools have tuition waivers and scholarships for international students. And they cheat like crazy from the time they start filling out their application until they graduate.
