The only restriction on what a president does is the threat of being voted out of office or impeachment.
IE, this president can do whatever he desires with no consequences.

Congress can stop the POTUS cold. They just have to have the cajones to do it.
Even with only the House, they could act by shutting off the money spigot. Without moolah, the WhiteyHut is dead in the water. Even the Chinese won’t give him money when its likely he will be removed and the next “Constitutional” government unlikely to pay his illegal bills.
If he still tried to go around, the next stop is SCOTUS. If he gave Congress and the Court the bird, then either WE rise up or the US Military forces him to obey the Constitution.
