Actually, no. I believe it is to be spent only on American weapons. It also does not necessarily fee up funds, because Israel has to counter current and potential threats from Egypt and Jordan, which get military assistance from the US. There have been a few analyses which have indicated that Israel would be better off with no military aid in the region. And that isn't even counting the political effects of the aid.
