Well you ONLY pay the fine IF you get a tax refund

That will likely change but for 2014 there is no mechanism for the IRS to collect the fine except through one’s refund
It’ll change, and they’ll keep track of it, and in the event that one year in the future you overpay and are owed a refund, they’ll take it out then.
