However, your mistake is in assuming it was intended to be a success.
Since it was designed from the beginning to fail, then as far as the Obama malAdministration is concerned, it is a success.
As I just ranted, even its intended consequence is a failure, as Rush asserts.

And that may be the reason that so many did not read it, or ask simple questions like what will the impact on current plans actually be, or the rates that will be charged once pre-existing etc are included.
