Around here, constructions zones frequently drop to 50. 76 would be 26 over that limit. You wouldn't pull over someone for driving 26 mph over the speed limit?

50 is nuts on an Interstate, its sixty here and the vast majority of the times the slower speed is not called for (no one working anywhere nearby). Where he is pulled over there is absolutely no sign of construction and I would bet a dime to a dollar the construction site is a speed trap. By that, cops pulling people over not for true safety reasons, but for pocketbook reasons.
