The only way to get the vast majority of the Bush Tax cuts made permanent was by delaying their ending. I think that is the strategy and why the Rats are fighting so hard.

The Bush tax-cuts were a disservice to taxpayers, a sort of preemptive subsidy. A *real* service to the taxpayer would be simplification of the tax-code, say:
flat-rate, no exemptions, no write-offs, no credits, no exceptions.
