I believe 95% in Congress would rather go for amnesty and be done with it. In comparison to most, Paul is better in general, but I’m doubtful he wouldn’t “evolve” towards an amnesty position.

Big Whoop!
He still has his own "Comprehensive Immigration Reform" plan that would grant Amnesty to 2 million Undocumented Democrats based on a "Certification" by congress that the border is secure.
So all his vote looks like is political posturing.
It's not that he is really against "Comprehensive Immigration Reform" (Amnesty Plan) it's just that he wants HIS "Comprehensive Immigration Reform" (Amnesty Plan) to pass rather than Rubio's.
In other words, he wants to get the political credit for this steaming pile of crap!
