Yes he does.

Even with his so-called improvements to his original plan, he plan STILL grants Amnesty to 2 million Undocumented Democrats (Illegal Aliens), each and every year, based on a "Certification" by a Pro-Amnesty Congress that the border is secure.

As is usual with Rand Paul, he uses weasel words/deceptive language to try and hide the Amnesty.

Words like "Normalize" to cover the fact he wants to make them legal. Once legal, they are on the pathway to citizenship and can continue to rape and pillage the treasury of the United States that is basically just the money the government takes out of our back-pockets in the form of Taxes.

So you can pretend that Rand Paul is not for Amnesty, but his "Comprehensive Immigration Reform" plan states otherwise.
