There are a lot of individual warriors who would be willing to do whatever it takes. But there are a lot of people in leadership positions who are too scared to say “Go”. And that problem, of course, starts at the top.

This is kind of what happened at the Columbine High School shooting. Police responded quickly, but were told to stand down until SWAT arrived. Meanwhile, Eric Harris and Dylan Klebold didn’t stand down, and kept shooting people.
If they had been told there were family pets inside, nothing would have held them back.
