Financial fraud in political higher ups in Illinois? Hard to believe.
Many of these state grants and so called “Member Initiatives” (grants awarded by individual legislators without much oversight) were a thinly disguised effort to utilize “not for profit organizations,” charities and religious organizations to act as political precinct organizations and maintain Democrat control of the legislature. Many of the so called charities were newly created for the solely purpose of cashing in on the available grant money. Pennies went for the actual social service purposes while big bucks were skimmed. All that was essential was that the votes were hustled on election day.
