This is just more ineffective, incompetent, imbecilic rhetoric.

I'm not a fan of O but if the GOP controlled the Whitehouse only the Libertarians and the Dims would be complaining.

Then again I could be wrong..at one time being a Conservative was synonymous with putting the interest of the country first. Today it seems the synonym is isolation and pacifism

The war powers act (with the 60 day period to get congressional approval) only applies to action taken by the President if the U.S. is attacked or there is an imminent threat of attack. It does not allow the President to start any little war he wants without congressional approval for 60 days. That would make the army little more than the Presidents own hit squad.
