Would someon care to explain the fascinating law of nature that creates higher sea level rises at on place on the coast compared to others?

It's called "the tides", and it's caused by the moon.

Tides are NOT the sea level, they are deviations from sea-level.

Unless you are predicting that the moon is going to permanently plant itself over the Northeast, I would like an explanation of how sea level is going to increase more in one place than another.
