Neither Issa nor Boehner can arrest anyone. What they could do - and what Issa is trying to build a case for - is appoint a special prosecutor, who could investigate and then charge. Then these people, if charged, could be arrested and tried.
Congress has the authority to appoint a special prosecutor. The Justice Dept. also has that authority, but we certainly don’t want anybody Holder would appoint. Look how he has tried to cut off other investigations by appointing a “special prosecutor,” sometimes from the investigated agency itself!

From all of Issa's "investigations" and "hearings" over the last 6 years... We should have an SP for Fast and Furious/Opertation Castaway, another for Bengahzi, another for NSA wiretaps, another for IRS targeting, another for Obamacare implementation, and yet another for BATFE cover-ups.
As it is, he seems more interested in having more hearings and kicking the can down the road as far as his little legs will boot it...
