Like it or not, Congress can’t go and arrest anybody. A case has to be made.
But for that, there has got to be popular support. The problem in the case of Clinton was that the Dems were able to spin it so that it looked like mean, puritanical GOPers just trying to prevent Bill from having a good time - the lying under oath part got completely swamped. So a case has to be made, and it has to be made clearly enough to get public support for a prosecution.

Sadly, you are correct. The USA used to be a constitutional republic, where rule of law superseded rule of mob.
