Witness said both engines were sputtering.. Could it have run out of fuel? Heavy payload combined with high winds along route caused increased fuel usage?

The flight track looks shorty and normal.
If it was a fuel problem, then it was a mechanical problem.
If it was the engines and thunderstorms were in the area, it could have been hail damage to the engines.
