Is citizenship a prerequisite for commissioning (real question)? Legal aliens can join the U.S. military as a path to citizenship, and as much as most of us would love to see him mulcted of all pay & allowances upon being charged with the massacre, that’s not in UCMJ.
Now, whether Hasan in jail has been free to direct his pay anywhere he wants, that’s a good question.

You cannot renounce your US Citizenship without first acquiring citizenship of another country, then a specific procedure must be followed to renounce your American Citizenship.

Unfortunately we can't hang him, but give him the needle as quick as lawfully possible.
Use "soda water" from a seltzer bottle, head down, feet up. Couple of shots up the nose and they'll be screaming like a little girl for you to stop. It's a great way to clean the crud out of sinus cavities, and it doesn't leave a mark!
They'll do anything to avoid a second treatment and babbling so fast you'll have to tape the conversations so you can slow it down later.

I believe it is for a commission. You can be a foreign national as an enlisted man and possibly as a warrant officer. Security clearances come to mind here.
