The $24.3 billion appropriations bill contains enough spending cuts to replace automatic discretionary spending cuts established under the Budget Control Act of 2011. If it just has the same amount as the sequestered budget, then the only cuts are in the increase, not the total. On the other hand, it looks like they shifted the cuts to the deserving like the EPA.
