Congress likes the IRS since it is the biggest wealth transfer system ever devised. Congress writes law(s) that benefits big business and then big business rewards them with contributions.

this. It's easy to talk and get people excited or angry. It's much, much harder to put forward a plan. I've seen a lot of talk out of Cruz but little action.
