I have friends from South Africa, I am not sure it can get worse than the hell it already is.
If necklacing wasn’t horrible enough, to ensure the victim could not just remove the tire, they would often hack off both of the victim’s hands with a machete first.
If the victim was “lucky” they would “only” tie hands behind his back with barb wire.
All this was done in front of the victim’s family with the tormentors laughing away.

If so its only because they are outnumbered or have been neutered by political correctness. I have met a few South Africans who come over to work the wheat harvest, and they look and talk like some pretty tough dudes.
