Moscow said Wednesday it cannot welcome U.S. President Barack Obama's proposal of cutting Russian and U.S. strategic nuclear arsenals up to a third.
"This means (Obama) either doesn't understand the essence (of the problem), or he openly lies, or he is deeply unprofessional," Deputy Prime Minster Dmitry Rogozin told reporters.
In a wide-ranging speech in Berlin, Obama called for a one- third reduction of U.S. and Russian deployed nuclear weapons, saying it is possible to ensure American security and a strong deterrent while also limiting nuclear weapons.
Under the new Strategic Arms Reduction Treaty, which Obama signed with Russia in 2010, Washington and Moscow are committed to cutting their existing warhead ceilings by 30 percent over the next 10 years from the current 2,200 to 1,550. A further one-third cut in the arsenals would take them to the 1,000 weapons mark.
Rogozin said the two countries would not talk about nuclear disarmament until Moscow and Washington find a common language over the U.S. anti-missile defense deployment.
"In history development of a shield never happened without development of sword," he said, adding that Russia does not trust U.S. intentions to limit anti-missile system deployment by only four stages.

This is a remarkable public statement.
Indeed!
PRAVDA is more honest than ANY US MSM.
Now the Russian government is MORE HONEST than the
US Congress which backs an Impostor.
Had this been written years ago, the author would
be thought ... insane.
This is how much the Russkies think of Obama’s post-election “flexibility”.

I bet that statement gets little if any coverage in the msm.
This is more proof of how utterly vile Obama is. He’s the worst kind of evil snake.
Putin is running an industrial chipper, urging Pinocchio to come on in.
deeply unprofessional?
This is of course Putin’s opinion, but he delegated the dismissal of Boy Genius to a flunky.
Holy cow!!!
Talk about a smack in the chops!!!
I bet that statement gets little if any coverage in the msm.
May the msm suffer greatly for the harm they’ve done to our country.
Putin is whipping Obama like the mangy cur he is. Vlad Putin has the goods (birth certificate etc etc etc) on this JugEared idiot. Only in America does an idiot like this get worshiped and elected
Not quite Dmitry - it isn't an either-or scenario, it is all three.
The Russians are playing hardball. Well, maybe firm-ball. They know hussein doesn't know how to negotiate, and doesn't really give a {expletive} about the US and our security. So they know a better deal is out there to be had.

The Russians, and especially Putin, all detest him. They look at Obama and are repulsed. They have no use at all for slime.
Let’s face it: it’s all of the above
Any country with a decent intelligence service has got to know what the real deal is with this guy's background. With the frosty relations "Obama" is fostering between himself and the heads of myriad other nations, it's an open question at this point as to which drops the dime on him first, an adversary or ally country.
Hopefully this statement lands on Drudge.
I wish they would through down the dimes. I’ve had all I can stand of this man child.
