The Clinton administration started massively declassifying nuclear and missile secrets and putting them on the Internet, as, I believe it was Hazel O’Leary, put it, trying to get as much out there as they could before anyone stopped them. That was part of why they couldn’t prosecute the Los Alamos guys who were copying information and giving it directly to the Chinese, was because the administration had already posted it on the Internet...on purpose. There are lots of other examples as well, John Huang with the Commerce Department, Craig Livingston with giving hundreds of uncleared (And unclearable) people direct access to the White House records, and their own constant leaking.
