The amnesty bill will pass the Senate and Rubio is in no way done with this bill. He is just setting it up for the House to pass some fake border security measures and the GOP will try to take credit for that.
Then Rubio will get on board for the final bill that comes out of conference. He will vote for it and most likely Boehner will sell us out and let the Dems pass it in the House.
I believe your scenario will definitely happen, and the American people will never understand what was done.
I have seen nothing to indicate that Boehner will lift a finger to try and stop it from coming to a vote in the Hiuse despite overwhelming Republidan opposition (at least publicly) to this bill. If it passes the Senate I believe it will pass the House and in committee the Senate bill with citizenship for illegals will become the law.
