I’m assuming these missiles can only be brought in by ship. I imagine it could be done overland, but would need the permission of the involved countries.

There's basically no way the missiles could be shipped in without being spotted.

Keep in mind there are many different kinds of advanced missiles - Anti-Air, Anti-Ship, ground to ground, etc. The articles is referencing one type of anti-air missile.
