I assume you mean still below ground level, anchored with concrete and bolts?

Even anchored, but above ground level, and it would be toast. An EF5 can literally peel the pavement off of a roadway.

Yes, they should be below ground.
These would give more protection than a stick built home.
The ideal situation is monolithic poured concrete walls but everyone can not afford that.
Stick build structures are useless in tornadoes.
They just showed a woman impaled by a 2X4 on the live stream.
