There’s already a patrol car guarding the grave site.Just put a damn video camera there, with direct links to Langley & FBI HQ. Visitors to that grave site can go into a database of suspected jihadists.

I would think the visitors would be 100 to 1 urinating or crapping on the grave versus paying respects.
