Hicks told the Administration that night that it was a terror attack! They did not need to talk to the CIA in the first place. They did not need input from the FBI or anyone else. They had a guy on the ground, several people, that told them it was NOT a demonstration and that it was an attack. Shortly thereafter the people on the ground told them it had NOTHING to do with a video!

Hicks was the acting Ambassador. He would have been in contact with the CIA during the crisis and after. He would never have testified that it was an attack if he had any doubts.
