As Travis McGee has pointed out definitively, ONLY the CIC has can authorize cross border military action. So the buck stops clearly on 0bastard’s desk for this. He had to be the one who issued the no go order.

I think we've seen from auto-penning to Carney saying that Hillary's signature on a document doesn't mean she saw the document, that this administration has no regard for "only" or "authorize" or any other chain-of-command requirements.

I still wonder if Obama was absent and others (Jarrett?) gave "orders" that were followed in Obama's name?
