Why was Ambassador Stevens headed to Benghazi? Clinton wanted Benghazi made into a permanent post.

"Only Secretary of State could grant exception"... This was because of testimony that Hicks was saying that the facility in Tripoli did not met "minimum security specs". Therefore, Secretary of State Clinton HAD TO GRANT AN EXCEPTION TO THIS SITUATION DIRECTLY...
